Apparently HTC had now updated their website with instructions for developers on how users can flash their Android Dev Phones with factory Android platform system images and radio images.
With said files the Android devs can restore a corrupt device to its factory state, test Android apps on multiple Android platforms, and keep up to date with the latest Android system images.
