Mobile Phone Ban for Students considered by French Senate

Apparently the French Senate is toying with the idea of placing a ban on mobile phone use in the classroom to limit distractions when studying, which in itself is probably a good thing.

However, the French Senate want to take this ban on mobile phone a step further according to an article over on unwired view, and ban all use of mobile phones even when a student is not in class.

Now I can see the sense of placing a ban within the classroom, but to ban the student from using their mobile phone when on a break and during lunchtime, which doesn’t seem logical to me as when on a break who would be distracted by a mobile going off or a student texting?

Why do authorities always want to overstep the mark and go further than is necessary, while banning of mobile phones when driving is a great idea, this sort of ban just goes way over the top.
