According to an article over on Quickpwn, Goldra1n is a fake jailbreak or unlock software which is being touted by the website as Goldra1n can jailbreak and unlock the iPhone 4 on iOS 4 with 05.13.04 baseband, and the iPhone 3G and iPhone 3GS and asks for $24.99.
However apparently Goldra1n is definitely a fake and should be avoided as all these people want to do is take your cash. Anyone wishing to jailbreak iOS 4 will need to wait for the limera1n iPhone 4 jailbreak.
