iPhone 3.1 Beta 3: Tethering Data, what can it mean?

Another eye catching and interesting goodie has been found recently by WhenWillApple. Its in the just released iPhone 3.1 Beta 3 under settings, general, usage, it now shows Tethering Data alongside the previous Cellular Network Data counter.

Countries outside of the US, and carriers other than AT&T have pretty much offered tethering since the start of the iPhone 3.0.

Is this new addition, together with the return of the MMS settings now found again in iPhone 3.1 Beta 1 a subtle hint that AT&T may finally be getting their iPhone offerings in the right priority order.
